They aren't lending because of reserve requirements. They got more than enough money from TARP to make loans, so I think what they did is they figured out how much money of the TARP they absolutely had to have on the books on their balance sheet to keep within reserve requirements. Clearly a lot of TARP money went straight to bonuses and the banks are still tottering on insolvency.
