As per ALWAYS... what is need is the PROPER, the CORRECT, the most effective (for the American people) reforms and regulations.

And *nothing* else.

(Now... as far as "higher level" of regulation goes... while I think I understand and completely agree with you that unduly burdensome and/or ineffective 'regulation' is NOT desirable... I'm also not really sure how one would go about measuring what you were just talking about [in the words you used 'overall higher level of regulation']. Would you measure the regulations by the pound? How many pounds of paper it took to write them?)

I think I'll just stick with the comments I've made above: What is need is the PROPER, the CORRECT, the most effective (for the American people) reforms and regulations.
