Well.... I think that generally there are two types of politicians: 1) those who understand the importance of keeping the powers of government limited, and 2) dangerous power hungry SOB's. Those among the second group who are "sincere" in their beliefs are (therefore) even more dangerous.

I don't think there is any way Big Gov people can avoid crippling "unintended consequences". All they can do is keep devising more controls, and more controls lead to stagnation. They end up encouraging stagnation in order to be able to govern.

So... you can say this is truly <an attempt> at reform of government regulation. Like the details, or not.

"Reform" of government regulation would deregulate or at least differently regulate the regulation. Adding another layer of regulation, not so much.
