(i) the nation had done ok up to now without such a council of governors

(ii) the vietnam war did not enable such a contraption of tyranny

(iii) expectation - outlook negative, in that there is either (a) a need for the convolution, or that (b) officialdom expects that there is an imperative for such a schema

Council of Governors - looks like an educational effort based on learnings from Katrina -

Some governors can't find their ass with both hands and a flashlight.

FEMA has some problems, and this provides for channels to be set up so the adults can work around FEMA bottle necks.

It also says the Department of Defense and the state National Guards do not want FEMA in the middle "coordinating" anything.

So this is a good thing, that moves FEMA to one side. FEMA is part of DHS under Janet Napolitano.
