Except that they AREN'T DOING that on their own (Unions are too strong). (Texas isn't doing it for sure...)

That is why the administration's education program uses Carrots and Sticks to incent the States to take on the teacher's unions and ENABLE:

1) Merit-based teacher pay.

2) Parents being able to take their kids out of failing schools.

3) Educators having it easier to close failing schools.

4) Uniform testing programs to be able to *measure* whether teachers are succeeding (and can qualify for bonuses or tenure) or ARE FAILING and should be fired or moved out of teaching; and to measure whether schools are succeeding or failing.

Carrots and Sticks: If the States don't allow those things then they don't get the extra dough.
