GOV. I guess this is how it works: The underwriters and other institutions continue to sell between now and Jan 21 at $21.70 and they close their positions by receiving shares via the pubic offering at $21.50 on Jan 21. With this morning's volume alone, they've already placed 3 million of the 9 million offering.

Is this how it is done?

Agreed,

If you like GOV, right now is the time to buy. I hope I am not belaboring the point, but I think it is useful to be able to trade around these stock offerings.
