No. It does represent some previous decisions, but it is also a part of the Obama agenda too. We know that the HILL passed way too many appropriation bills through the years, and that the Presidents signed off on them, but as we can see clearly everyday today, the HILL is out of control and really is not doing their job. That is why they have such extraordinarily low numbers. Partisans re-elect bad performers, don't you...
