Spending at USGovernmentSpending.com As to Bush's first round of tax cuts, Laffer explains it (and remember, Laffer was a supporter of Clinton's tax policy once he started cutting taxes) as the early round of tax cuts not being properly targeted. This was, BTW, his position prior to the legislation being signed. I would recommend Laffer's book on this subject; it is first-rate ("The End of Prosperity etc.")
