The leading demolition company in the world happens to be loacated in Balimore Maryland. Years ago they demolished the first building ever demolished in Baltimore. The city was very nervous about this and as a City Solicitor, I worked on the legalities of the matter. As such I became pretty familiar with what is involved in demolishing a building using dynamite. As it existed then it is not something that could be quickly done in a matter of a few hours and I am sure it could not have been done before the attack on 9-11 without lots of people being aware of it.

Based on my experience at the city I think it likely that the city considered the possibility of demolishing the building and may have actuallly reached a decision to do so. They almost certainly never implemented that decision, most likely because the building collapsed on it own before they could.
