Of course. He was hoping I would give a reason so he could shoot it down.

The biggest reason, money. It costs to build high rise. And it requires more than basic materials. Steel reinforcements, for example. Given the amount of damage, it is pretty clear such items are in short supply in Haiti.

That's probably most of it. Part of though can be cultural.....most French colonies have low rise capitals....in an attempt to mimick Paris. In fact, several non French capitals like Warsaw, St. Petersburg, DC and Vienna which all fancied themselves as Parisian offspring tend to be low rise as well.

But in Haiti's case......the big reason is probably a lack of money and demand.
