The market will ultimately take care of the peak oil problem no matter what government does on the margins. Oil products will get too expensive post-peak oil and alternatives will fill in the demand for energy. The beauty of the free market system.

The question of government involvement in the oil trade, specifically in regards to peak oil, is two fold in my opinion:

1) Should we keep the price of oil artificially low via government subsidies such as massive amounts spent on protecting the oil supply regions and trade routes? Thus making the impact of the eventual oil peak even worse than it would be without these market distortions.

2) Should the government pursue policies that encourage replacement energy technologies for a post-peak oil world? Peak oil can be taken care of by free market forces, but if it occurs too quickly, the market won't be able to react in time, and we'd be in for some rough sledding for a few years. If we see this problem on the horizon, should we take steps to mitigate it?

Unfortunately peak oil is happening right now Bob. Our generation got off cheap.
