Re: "I really like number one"

Yep, me too!

I think Iowa has the rules against gerrymandering when redistricting just about as perfect as you can expect them to get.

I think they would be excellent if applied to the whole nation.

If memory serves, there are just three simple rules to follow (in order), and a non-partisan panel of retired Judges rules on any disputes.

Believe the three rules are:

1) Voting districts to be of as equal population as is feasible (and as is consistent with the other two rules). (This is a federal and Constitutional mandate of course....)

2) Voting districts must be geographically COMPACT. (That is mathematically determined... no long winding 'snakey' districts allowed).

3) Insofar as is consistent with the first two rules, Counties are not to be divided.

Re: "problem is both parties like it so I don't see it going away anytime soon."

That is right.

The two Parties have conspired with the Courts for well over a century now to make themselves as safe as possible from any challenges from new Parties. They created rules` that make it damn near impossible for new Parties to have enough oxygen to ever grow.
