Concur.
As I wrote earlier, the biggest problem in Katrina was not getting supplies into Louisiana and Mississippi. It was distributing them to where needed.

I saw warehouses in Jackson MS being packed full because there was insufficient transport to move them further south where needed.

Trucks and forklifts can move a helluva lot more than helicopters.
Lack of trained warehousemen to organize large pallets of one item into palletized packets containing numerous items was a problem, as were getting fork lifts and qualified fork lift operators.

By the time much of the supplies were moved south, a lot of the folks who could have benefitted had been evacuated to other states.
