As for gangs, they are always part of the equation when goodies are free. It is a loss that must be accepted when taking care of massive numbers of people.

Yep.. cost of "doing business". But no reason that we didn't immediately get "boots on the ground" to secure and set up LZs/DZs. Secure these temporary distro points, use sling-loads to bring stuff in, and coordinate with locals (anyone you think you can trust) to bring people in to grab the goodies for their families.

I'm sure you've had a lot of experiences that far exceed anything I've been involved in. But I know we carted a ROWPU (I recall 350gph) all over the Darien Province of Panama to provide our water purification. Slung it under a Chinook once, as I recall. In one village we found the water supply was terribly compromised and suddenly we were supplying water for everyone (several hundred people).

Haiti is a tropical country, so I have to believe that adequate water is available most of the time. The problem would be whether it was potable or not. Hauling water bottles as the primary source, rather than setting up Purification units struck me as rather odd. I certainly didn't see many photos of ROWPU units or bladders.

I also wonder what role the Dominican government played in all of this? Not much coverage from there, that I've seen. But it would strike me as obvious that clearing MSRs from the DR to Haiti would be a priority as well.

Dunno.. would have loved to be on the ground there.. But I'm sure I would have just pissed people with my "WTF!!" criticisms... ;0)
