NZ is a small enough island to do it and the population is quite innovative historically with regard to female voting and other social developments. Tradable Citizenship would appeal to people a LOT once they understand it. People like owning stuff instead of being owned.

Like Russia being just over the water from Canada, Oz is just over the water from NZ. We can see it on a good day [well, the smoke from fires if not the actual land]. But we can't hear gunfire. It's too far for that.

Tradable citizenship is highly compatible with chimpoid limbic systems which are poorly adapted to very large scale alpha male tribal dominance hierarchy kleptocratic collectivist systems. Even with a couple of decades of indoctrination [aka education] many people are unable to cope with the system. But turn them loose with tradable citizenships and they'd light up. It's 100% chimpoid compatible.

It's highly instinctive to have personal individual possession of property. Sibling rivalry and other jealousies and envy are the norm. The current system conflicts with basic instincts. I'm suggesting creating a system which is compatible with how humans are. Of course the ruling and bludging classes likes the serfdom citizens as chattels providing cash flow method. So not everyone will be in favour. Most of them will have to get real jobs more suited to their talents.
