Dont know about brazil, from what I recall about canada, its up to the individual provinces to negotiate royalties. I also think that austrailia is in a different situation from the others because of its proximity to china. nonetheless, its a numbers game and if austrailian coal becomes expensive enough to outweigh the shipping savings, it may be that buffet and canadian and us coal producers will benefit. We can never underestimate the stupidity of government.
