Difficult problems but it is even more difficult to understand why someone can't spare a HV to deliver supplies to where they're needed. There is not local policing. The country has been dominated by rival gangs, violence and lack of policing. The few police that existed abandoned their posts. It is my understanding that the only effective policing going on is from the US military. They have limited resources on the ground in Haiti. Now if Obama wants to divert resources from his nobel war in Afghanistan or rob the few remaining troops protecting Iraq....
