Most of the analysis I've seen has backed out of the 46 million folks who are technically uninsured but who are other than those Americans who can't get insurance because they can't afford it or are somehow disqualified, which is how the number is portrayed. Most of the analyses back out those who can afford insurance but choose not to get it, those who already qualify for Medicaid but haven't signed up, illegal aliens, those who didn't have insurance for a short period while they were between jobs, etc. I recall there were nearly ten million who were miscounted in the census data because they said they didn't have health insurance but actually had Medicaid so the question must have been unclear. Anyway, I went through the exercise myself a long time ago and, if memory serves, I came up with 12 million that would seem to need our legislative help. That seems like a very manageable number to me. 46 million seems onerous. People use that number as a bludgeon. 12 million seems eminently doable.
