Sun when there's a special interest club, they choose their members. Not everyone is welcome. Tradable citizenship doesn't mean the citizens would give up the right to decide who is acceptable.

They might choose to have a fully melanin-free citizenry for example. Or maybe they'd specify "No Moslems Allowed". Or "No convicted criminals". "Nobody with AIDS". "No tall people". "No fat ones". "Nobody with tuberculosis". "No people with long names". "No names with vowels" - Welsh nationalists would like that one. "Vowels compulsory" - Finland.

Those processes are already part of citizen selection, but overlaid with bribery and corruption because a valuable thing is being given away to the right person, meaning there's a large looting opportunity. When there are large looting opportunities, there are always plenty of people willing to take them.

The idea is too hard for you to understand. Best to just stick to your racist Tibetan ways.
