Number one the stimulus money spent should have actually gone to creating jobs (i.e. public work projects). Secondly the gov't should have created incentives for companies to spend and keep, or hire workers in the form of tax breaks and tax credits.

Now with the fear of an onslaught of tax increases to pay for all the increased entitlements and wasteful spending; companies are afraid to hire, expand and spend.
