The sad but unavoidable answer is that while the center inevitably decides all elections (since the two wings only make up 30-40% each), when it comes to actual governance and day to day politics, the zealots rule the stage through sheer volume and energy. The notion that our politics should be measured, thoughtful and ultimately consensual is gone, stomped on first by the turmoil of the 1960's then reinforced by all the zero-sum the-Others-are scum politicians that followed. I don't see any way for a country so deeply divided to take sensible action on any big issue.
