I thought the whole point was to cut costs. I remember all this talk about how the current cost trajectory was "unsustainable".

It's been unsustainable for decades. Nothing new there. Why would that all of a sudden be the impetus? It wouldn't, seems to me. At least not for Democrats who see folks without insurance. IMO the only reason the cost cutting was in there was to make the program budget neutral to at least appear to fulfill a campaign promise not to raise taxes on the middle class. The rhetoric about "unsustainable" was just another selling point.
