Well then what should be offered is a bill that covers the catastrophic health care costs. Perhaps the government could mandate that everyone purchase a health care insurance policy with a $5k to $10k per year deductible. For people that could not afford that the government could subsidize up to 90% of the cost. This could be combined with Health Care Savings accounts for people to save pre-tax money to pay for the costs of the deductibles. The cost of standard procedures such as colonoscopies, breast exams etc., should be published online to allow people to choose the lower cost providers.

Without the invisible hand of everyone self-interests we are never going to get healthcare cost under control.

I'm sure that such a bill could pass with bi-partisan support and it would not raise the defict. The cost of the government subsidies could be paid for by a flat tax on all health care services.
