Figure out why I said it's by "design". If you are an international lawyer you would know the ramifications of not having a Constitution.

As a global constitutional expert, I could help the UN form the NUN to reflect the obvious need for a supranational federal entity which is not a socialist wealth redistribution warehouse.

Quarter of a century ago, I was a member of the United Nations Association and at the time was amused to think that there I was promoting the UN and if I finally succeeded in getting it into a popular process, I'd be in the vanguard opposing it as wet behind the ears newbies breathlessly proselytize the glories of wealth redistribution to the needy through the United Nations writ large.

Okay, it's true [assuming you read a little bit of NZ history] that some people consider things not quite Gung Ho [me being one of them]. But by and large, for the most part, it's pretty good [though going downhill fast as the wealth redistribution to the enormous maw of the welfare state's legions of bludgers has gathered pace into the dominant aspect of NZ culture].

I don't know about Israel's constitution, but from what you say it's a bit like NZ's. That obviously works out okay. The UN is quite different and compared with Israel and NZ is an example of why constitutions are a bad thing. But of course they are essential in one way or another and exist whether they are admitted or not. "Jungle Rulz" is a constitution whether a pack of wolves, pride of lions and herd of deer know it or not.
