BC, I don't disagree with you. One of the fundamental goals was to turn some of the people that were blowing up our troops and causing chaos to our side in order to drive out foreign fighters and terrorists that were there for different reasons. To some extent, I am sure bribes etc.. were used. It's kind of like government giving bankers rules that allow them to rape and pillage us and then giving them money to make them whole when they blow up. ;-) Political support is often bought.
