California produces less oil than Alaska, and massively less in terms of oil revenue as a percentage of total state spending.

It could create funds from other sources besides oil, but most of them wind up getting raided one way or another. If you have no restraint on spending any fund is eventually likely to not be big enough.

Koan knows a Republican governor started the AK Permanent Fund. Democrats would have squandered it and the state would be in worse financial shape than CA and MI.
