Jerusalem is mentioned in the Five Books but not by that name. Obviously its featured prominently in the rest of the Bible. But most people use Torah to refer to Hebrew bible. Yes, that's a huge problem. Jews don't study the Bible at all. They study interpretations of the Bible written by hateful people. Tom
