Look for it and you can find a lot of cases of government doing good, either by itself or in partnership with some private sector entity. Maybe this is one of these cases, maybe (after the costs are factored in and the opportunity costs considered) not. Lets assume it is. That's hardly shocking to me, I expect to see such things.

But look at the total effect of Detroit's government's activities that go well beyond the "keep the peace", and "basic infrastructure" level. That total effect (and the effect of the state's policies beyond those levels on the city) is negative.

A program like this, can be used as an argument for more programs like this, but not for big government in general.
