The Freeze is total BS. He already raised the level of spending and now is going to Freeze it at that height. He's going to freeze 17% of spending at that height, after another year of delay and increase, if he can get congress to go along with it... Then he's probably going to use the "freeze" (or just the attempt if congress doesn't agree, or just the fact that he mentioned it if he changes his mind later) to argue that he's such an incredible "deficit hawk" and a "fiscal conservative", followed by once again blaming Bush for all the debt...
