The budget is already done for this year, that is why they are talking about next year for the changes that include the freeze.

Just submit a budget with the same numbers as last year. Spending is frozen. He's the budgeteer in chief. We spent $l10UMQB* last year for Interior, we spend $110UMQB this year. Doesn't take any Congressional action on any freeze, except to vote on the budget. Give us the budget, don't dump it on Congress.

(Then tell DOI to spend UMB out of existing budget (maintenance and fuel budgets, eh?) to install windmills or whatever, cuz that's what CEOs do; they tell the assistant head loonies in charge what they have to do and how much they have to do it with, and let them figure out how to do it.)


The freeze starts in 2011, not this year.

He didn't pass the buck. He said that if Congress doesn't start freezing spending, he will use his veto.
