Copying budgets is the repub idea, with 1% more for things. That's not a realistic budget. I could figure my heating bill will be identical next year... or I could weatherize better and cut it. or as weatherized as possible, the cost might be raised on me. i already wear long johns and a sweatshirt. guess I could add an overcoat to keep my cost the same, or just get used to white knuckles. And it isn't time to submit the next budget. you can not believe him if you are inclined, but what he has said is clear on the intent and the time table.
