You did notice the "if and only if..." part.

It would only be very likely in fairly extreme circumstances that basically can't happen unless the commissions report was mandatory which it is not. They have other ways to not do what the commission recommends, but IF they didn't, and the commission recommended something that would destroy create a political firestorm, than congress would cancel the commission in a heartbeat.
