And HOW does that happen? The same way it would have to happen if we did have a balanced budget amendment, congress would have to approve a balanced (or in the case I'm talking about, at least much more balanced) budget, and the president would sign it, or have it passed over his veto. How do you get support for that? The same way you get support for passing a balanced budget amendment. In fact the amendment is much more difficult to do since it needs both state and federal approval with super-majorities.
