Doesn't Qualcomm's products add to US exports at some point in the payments stream. They are getting money from all over the world. When do those funds contribute to the trade balance?

If they sit in limbo until repatriated, that would be kind of weird.

Obama also mentioned a need to export more good. The trade imbalance is just as destructive as the current accounts balance.
