at one of my jobs there was a woman who had the following sign on the door to her office:

Poor planning on your part does not constitute an emergency on mine

I think that can apply to all of the entitlement programs that the progressives define as "needs". Clearly these needs weren't important enough for those receiving the entitlements to have actually taken care of them themselves.
