How do you figure this? Highways are paid for from the gas tax which is paid by truckers and other vehicle owners. In Maryland this tax is paid to the "Highway User Fund" and used to build roads. However, since it often (at least in the past) was flush with cash, it was often raided for all sorts of purposes including Mass transit and subway.

While it is true that the money to build roads is governemnt money, that money comes from the people who use the roads. The users of trains, mass transit, etc. do not pay the cost of their projects. They are usually subsidized.
