I think all this talk of stimulus, and of government spending having such a high multiplier is vastly overrated. Still a balanced budget this year would be enough of a shock, in effect an anti-stimulus, that it would likely send us in to a severe double dip recession. I want spending cut this year, but not enough to balance the budget, not that quickly. And a tax increase this year would be a very bad idea.

OTOH your only talking about people demanding one this year, not having one in effect. If your talking about getting the ball rolling, then there could be enough transition time and even though I am not nearly as enthusiastic about either the merits of or the chances of such an amendment as you seem to be, I could be ok with the change.
