If your paying money to the organization (or its important constituent parts its not like it a single highly organized thing these days) not to attack you, than it is like paying the Dane-geld.

If your using the money to try to buy off individual people who are fighting for the Taliban now as a way to make money, or to pay off tribal leaders to cause them to shift alliances, then it is something different. Not necessarily something highly effective, but its not exactly giving in to extortion in such a way as to encourage more attacks later like the Dane-geld often was.
