BC, OPEC was given megatons of oil. They were dumb camel drivers wandering around sand. British and other oil explorers found the oil. OPEC bosses collected the unearned loot.

It's a gift. More so than the Israeli "gift" which comes with strings attached. The oil gift is free and clear, no strings attached.

Singapore and Hong Kong are very wealthy but were given nothing except a good set of rules and intelligent people to live there. They worked and created the wealth, selling their efforts to others on a voluntary basis.

Israeli wealth is similarly created out of thin air, not found under the sand. Having $100 bn given or even just loaned would be a good help but that's not much money over decades on a per capita basis. Spendthrift socialists could get through that in a year or two with nothing but failed expectations to show for it.
