I think the statistic is that the lower 50% of income earners pay (virtually) no Federal Income tax.

As of 2007 the bottom 50% paid almost no income taxes at all.

50% of Americans do not pay Federal Income Tax.

But they do pay 7.5% (or 15% if self-employed) payroll taxes.

And sales and property and excise taxes.

So it's not correct to say 50% of Americans pay no taxes.
