There's no A or B answer to this question.

TPI is becoming increasingly limited by the mechanics; resonances, basplate flex, and runout make it really tough to achieve the theoretical limit of the head geometry.

Increasing TPI also typically requires an increase in servo sample rate, for embedded servo. This means either more servo samples, increasing overhead, or higher spin speed, which adds it's own set of problems.

With BPI, the problem is the inter-signal distortion when transitions get packed too closely. This is what digital channels (PRML, EPR4, etc) bring to the party: the ability to decode a distorted signal.

Fundamentally, although we've improved a lot over the years, there's only so much that can be done with the electronics and mechanics. The magnetics are (and always have been) the driving force behind capacity improvements.
