Yes, but Barack was bringing Change, not just Hope. So perhaps he will in fact do as he said and cut those emissions. Do you mean to say he's just another promising politician? Given the lack of cash flow to the states and cities, it seems that the government departments might well cut their energy consumption and emissions by the proposed amount, but by running out of money to buy said energy. They would rather keep their sinecures than burn oil. It's an ill wind that blows nobody good. This is fun - governments going bust. Mqurice
