That is not a "high" multiplier by my economics books.

That is a thoroughly and typically low-ish multiplier, in the normal range for government expenditures I would think... but FAR LOWER then multipliers that would typically apply were this private business spending, or (even much higher still) spending by *small businesses* or by middle or lower economic strata individuals.

You are picking at nits (and so is Mankiw).
