That is a thoroughly and typically low-ish multiplier, in the normal range for government expenditures I would think... but FAR LOWER then multipliers that would typically apply were this private business spending, or (even much higher still) spending by small businesses or by middle or lower economic strata individuals. You are picking at nits (and so is Mankiw).
