You think government agencies are better at setting scientific guidelines than basic researchers too?

Government agencies generally perform review not research - that said they do fund a lot of research. Since they usually provide the cash they get to provide some guidelines - doesn't mean they know what they're doing.

PS: Are you like 15 with all the LOL's or just a little gurl?
