The comment is about the president's plan, so its "A", but I think it would apply to B and C as well, if by "work" you mean a significant and somewhat durable reduction in the deficit.

but they ARE progress in the right direction

A really isn't that much in terms of progress, most government spending isn't covered, and the area that is covered was recently increased by 84%. There is a chance its a tiny amount of progress at least as long as that freeze doesn't imply that actual reductions can't happen, only that increases can't. But I think its not really going to happen (and apparently McCardle does as well), and something that doesn't happen isn't progress.

B and C are tilted towards tax increases. Counting keeping the rates the same as something that has to be paid for while not covering all spending. That isn't "progress in the right direction".
