There is no "bias" built-into any of this structural effort to eliminate deficits. Only a bias AGAINST DEFICIT SPENDING.

HOW to eliminate deficit spending is a *political fight* (cut this... tax that... whatever) to be fought out among our political leaders.

But to SWEAR OFF OF DEFICIT SPENDING is what it is, and no more.

The means to that end are NOT prejudiced.
