Spending has to be paid for regardless. (Or else you can't approve it.)

Spending has to be paid for in reality. You have to tax, borrow, or print the money.

But "paid for" as its used in these "paygo" plans? No it doesn't. Already planned for increases in entitlement spending, are considered just following the plan not a change that has to be "payed for", even though they are real increases.
