No I didn't leave anything out.. That's applicable withing the paygo rules idea, but not outside of them, and the first part of my post, the part that you quoted, was not about the paygo rules.

Cutting a program doesn't actually pay for another one, the tax income is what really pays for it. Cutting the program reduces other demands on the tax income and helps you bring the budget close to balance, and they paygo rules talk about "paying for" programs that way, but they are still really paid for with taxes, borrowing, or printing (which should be understood to include the ways the Fed creates money that don't involved physically printing out dollars).
