It's politically meaningful, Elroy. The Republicans will be campaigning on the size of the deficit and the Democrats' wish to make it even larger.

The administration tried an end around. Obama specifically said that he would use repaid TARP monies to fund small business loans. That's NOT new legislation, that was an attempt to get the hands on funds that was not theirs for a political point of view. Orszag had to acquiesce because his(and Obama's) hand was caught in the cookie jar. New legislation would not be referred to as TARP funds. Busted!
