So... there is no 'law' (in the PAYGO budget rules, or the the voted down Deficit Commission, or in the deficit Commission the President will create by executive order) *mandating* tax increases.

Does not exist.

(And, as far as any 'spending' that has increased in this year's budget vs. last years, I'm not at all sure what your specific point is. I mean, are you complaining about food stamps and unemployment insurance payments during the worst economic string of successive bad quarters since the Great Depression? Or are you complaining about the increased spending on our military for the two ongoing wars? Which, by the way, are going officially 'on budget' for the first time since the wars started....)
